Lucy's Leap is a place on the Indian Valley Railroad. It is presumably a town or community.
It was mentioned several times throughout the series and in Thomas and the Magic Railroad. It is one of the stops on Felix Perez’s bus route.
Mr. Conductor says that he's been invited to a party where his balloon will help him play leapfrog with the frogs at Lucy's Leap.
